Pursuant to the foregoing notice special Representative Town Meeting of the Town of Greenwich was held on Monday October 29, 2007 at 8:00 P.M. (E.D.T.
The meeting was called to order by the Moderator Thomas J. Byrne.
The members pledged allegiance to the flag.
The Moderator announced that as all members had received a copy of the call for the meeting, the reading of the call would be omitted.
Attendance cards were presented showing 168 present, 59 absent and 2 vacancies.
The members who were absent in District 1 – Edward Dadakis, Pamela Frederick, Richard Holleran, Julie Ray, Najm Shams; District 2 – Duncan Burke, Nancy Fogwell, Walter Liebman, Mark Schroeder; District 4 – Linda deSeife, Alexander Popp, Jr, David Rupert; District 5 – J. The Moderator announced that Item No. 1 on the call was now before the meeting.
Dr. Ellen Flanagan, Director of Human Resources for the Board of Education, offered the following resolution, which was duly moved and seconded, regarding Item No. 1.
RESOLVED, that the Representative Town Meeting of the Town of Greenwich hereby rejects the Arbitration Award dated October 18, 2007 between the Board of Education and the Greenwich Education Association, representing school teachers, for the period July 1, 2008, to June 30, 2009
The vote was now on Item No. 1.

Item Lost
Robert Brady, Chairman of the Education Committee, presented a sense of the meeting resolution, on behalf of the committee.
WHEREAS the Board of Education (“Board”) and the Greenwich Education Association (“GEA”) entered into a collective bargaining contract for the period July 1, 2006 through June 30, 2009 with a reopener provision concerning salary issues for the final (third) year of the contract , and
WHEREAS the Board and GEA were unable to reach agreement on two issues subject to the reopener, including the issue of a pilot performance pay plan for teachers proposed by the Board, which were referred to arbitration, and
WHEREAS, the arbitration panel found against the Board on the issue of performance pay, and
WHEREAS the board will commence negotiations with the GEA next spring for a new contract for the period July 1, 2009 through June 30, 2012:
NOW THEREFORE, BE IT RESOLVED that it is the sense of the Greenwich Representative Town Meeting that it supports the Board’ s efforts to incorporate a performance pay plan teachers into its collective bargaining contract with the GEA.
James Boutelle of District 8 made a motion, which was seconded, to postpone the sense of the meeting resolution to the December meeting.

There being no further business, the Moderator adjourned the meeting, upon unanimous consent, at 8:56 P.M.
