Aubrey S Mead, Jr is a Greenwich native and a principal of Redniss & Mead, Inc, a civil engineering firm specializing in environmental design and planning. With 30 years of experience in hydraulic design and planning, he has a special expertise in storm water management and water control. Much of his work has been in the Greenwich area with particular attention to Strickland Brook and the Mianus River flood zones.

EDWARD J SCHMELTZ
EXPLANATORY COMMENTS
Mr. Schmeltz is a Civil Engineer specializing in the design and construction of Marine Facilities and other Transportation related infrastructure. With 35 years of experience, he has been in responsible charge of projects ranging from the Homeport for the Battleship Missouri in Pearl Harbor to the Rehabilitation of the Whitehall Ferry Terminal in New York. His experience has been concentrated in the planning, design and construction engineering related to the development of marine facilities and other large scale civil works projects. These projects have been accomplished in the U.S. and a variety of overseas locations.
Having held a variety of positions during his career, Mr. Schmeltz currently serves as a Senior Vice President and Director of Maritime and Special Projects for AECOM, the largest Transportation Engineering Firm in the United States. He is currently directing an international tender design team for the Third Locks at the Panama Canal.
He holds a Bachelor's degree in Mechanical Engineering from the New Jersey Institute of Technology and a Master's Degree in Civil Engineering (specialty: Coastal and Ocean Engineering) from Texas A&M University. He is a licensed Professional Engineer in New York, New Jersey, Texas and Connecticut.
The author of dozens of technical publications, Mr. Schmeltz is a Fellow of the American Society of Civil Engineers, a member of the Moles, and a Fellow of the Society of American Military Engineers, Permanent International Association of Navigation Congresses (PIANC), National Society of Professional Engineers, New York Society of Professional Engineers. He is listed in "Who's Who in the East" and "Who's Who in Science and Technology".
He is married and resides in Riverside, CT with his wife, Donna. They have two grown children.

RESOLVED, that the Town of Greenwich accept a gift not to exceed $100,000 from the Parks and Recreation Foundation for the purpose of conducting surveys, preliminary engineering and preparing schematic plans to build a new community pool at Byram Park.
EXPLANATORY COMMENTS
A group of Greenwich residents, Chaired by Pamela Frame and including Selectwoman Lin Lavery, Eunice Burnett, Patricia Chadwick, Karen Royce, Susanne Wahba, Bobbi Eggers, Pari Hirsch, Terry Lowe, Jon Halper, Paul Pugliese, John Conte, Steve LoParco and Mike Bocchino have formed to lead an effort to raise private funds to replace the existing antiquated pool at Byram Park with a modern 25 meter pool and all of the necessary accoutrements. This effort will supplement existing public funds included in the Town’s Capital Plan and will permit the project to go forward. The first step in this process is to gather all of the necessary engineering data on Byram Park to plan the
best means of integrating the proposed new pool complex onto the site. Acceptance of this gift will permit the Town to survey the park and perform preliminary engineering work necessary to design schematic plans that will enable the process to move forward before the neighborhood, the community and the Town’s land use agencies |
The Greenwich Pool at Byram Shore Park
Executive Summary
Objective
Redevelop the beautiful resource of Byram Park into a recreational place that works for all Greenwich residents with the independent, financial support of the Greenwich community. A place where all Greenwich residents can enjoy our beautiful waterfront. Our goal is to maximize water views and design a facility that will compliment the natural beautiful of this spectacular setting; afford multiple opportunities to utilize the open space and create a family friendly park with a community pool for Greenwich citizens of all ages.
History of Byram Park
Greenwich has 29.6 acres of spectacular waterfront on the western side of Greenwich at Byram Beach. The Town acquired a 20-acre parcel in 1918 and in 1975 the Town purchased the Rosenwald property, an additional ten acres, which doubled the size of the beach.
The Byram Beach attracts many residents, and for those who prefer fresh water, the park is the only public pool in town, located right at the water's edge.
How the pool works
Originally a residential pool, the capacity is 40 bathers. The pool is so popular that there are lines to get into the pool. Every 20 minutes swimmers exit the pool and a new set of swimmers takes their turn. This is less than ideal, considering many of the pool users are mothers with children, who, if their child during their swim, or while in line, needs to use the rest room, must exist the entire pool area and then get back in the line. We are seeking to revitalize the Byram Shore Park by creating a new pool and associated facilities.
Key elements of the renovation include, a toddler pool, 25 meter swimming pool, changing facilities, lockers, lunch/concessions, play areas, bike racks and sitting areas facing the water. Note, that all of the above features and placement within the park are dependent upon assessments that are to be made by the engineer’s hired to assist on this project, public and neighborhood comment and involvement and associated town and state review and approvals.
Who Benefits
All Greenwich resident will benefit, but clearly the greatest benefit will be to the residents of the Byram Shore area, who will be able to walk to the pool, and families who do not have access to a pool.
Financial Features
Through a public/private partnership, create for all Greenwich residents, a new and exciting community pool at Byram Shore
Why a Public/Private Partnership? The Capital Improvements Program (CIP) favors more pressing projects, such as the flooding issue, the new music/arts center at the high school; the pool will not be at the top of the Town’s priority list, thus by privately raising money, we can have a pool many years sooner.
Financial Requirements
Approximately $5 to $7 million to build a new facility.
